About the Opportunity

The Capital Program Planner – Civil Engineering Systems, will work at an integrated Provincial level, by providing detailed input into the long-term strategic planning and assessment of Nova Scotia Health’s (NSH) civil engineering infrastructure, and annual allocation fiscal management and expenditures. This position will apply quantitative and qualitative indicators to classify NSH facilities as to condition and category. These facility categories will guide NSH into how and what investments in programs, R&R projects, replacements, or disposals are made. 

 

The Capital Program Planner - Civil Engineering Systems will be responsible to apply their professional engineering experience and judgment when assessing what should be the recommended priority areas for capital reinvestment with regards to civil engineering infrastructure across NSH’s +$6B of building assets.  Specific civil engineering infrastructure areas of responsibility include, but are not necessarily limited to, but are not necessarily limited to: municipal (water supply, drainage & sewage treatment); structural (foundations, walls & floor loadings), and geo-technical/thermal systems.

 

The purpose of the Capital Program Planner-Civil Engineering Systems is to promote the integrity (safety, clinical operational and cost effectiveness, and energy efficiency in coordination) with the Director Maintenance & Operations team and related programs by others, of NSH building civil engineering infrastructure. This purpose is achieved through Provincial-level strategic:

  • Alignment of all planning efforts with the NSH Health Services plans and associated departmental medium and long-term health care strategic objectives.
  • Planning, development, and coordination of the three NSH Capital Programs:
    • Repair & Renewal (R&R) Capital Program,
    • Capital Medical Equipment (CME) Capital Program
    • Clinical Capital (CC) Capital Program.
  • Coordination among peers and management as they concurrently contribute to the planning and implementation of the three NSH Capital Programs.
  • Contributing to the preliminary assessment of requirements for Major Capital program projects (projects generally ranging $1.0M to $50.0M in value and not directly covered in DHW managed Redevelopment programs) submitted up through NSH leadership for consideration by DHW.
  • Coordination with Major Capital Program initiatives of other Departments in their support of NSH (such as Redevelopment programs).

 

This purpose, in full alignment with the above, is executed by:

  • Assessing the condition of NSH’s civil engineering infrastructure.
  • Ensuring that industry best practice and condition assessment protocols are performed and recorded.
  • Coordinating with applicable Clinical stakeholders to determine requirements and priorities.
  • Investigating requirements of peers and other FMS groups (principally Director of Maintenance and Operations, and Director of Clinical Engineering).
  • Generating planning recommendations as to where and what to invest in existing and new assets, and when to dispose of old, unsafe, and/or obsolete assets.

About You

We would love to hear from you if you have the following:

  • Professional Engineer with 6-10 years’ experience in capital program development and implementation and 5 years in civil engineering
  • 5 years minimum required experience in architectural systems assessment, planning, design, and specification development.  Experience in a large institutional or healthcare environment is preferred. This experience may be acquired in parallel (concurrently) with experience in program development and implementation mentioned above.
  • Knowledge and experience in civil engineering systems including municipal services, structures, pavements, geo-technical and geo-thermal systems. 
  •  General knowledge and experience in two of the following civil engineering systems including, but not necessarily limited to: domestic water supply, storm drainage & sewage treatment; foundations, walls & floor loading; pavement systems; groundwater intervention; and geo-thermal alternate energy systems.
  • Knowledge and experience in the principles of Project Management.
  • Knowledge and experience in preparing business cases, feasibility studies, technical reviews and other related program planning supporting documents.
  • Ability to develop, monitor and achieve assigned Capital Program development performance targets.
  • Current knowledge of the National Building Code of Canada, Occupational Health & Safety Act, Environmental regulations, applicable CSA healthcare and related standards, ASHRAE, and National Fire Code.
  • Ability to effectively research, prioritize and address multiple simultaneous operational concerns raised by clients (in NSH’s case, Clinical services) by order of criticality while also maintaining adherence to standards and resolving potentially conflicting demand across the customer base.
  • Superior interpersonal relationship and team-building skills.
  • Experience with asset management databases.
  • Experience in a healthcare environment is considered an asset.

Hours

  • Permanent, Full-Time Position; 75 hours bi-weekly
  • This position utilizes a hybrid workplace model and is eligible for work from home and onsite privileges.  Candidates can live and work from anywhere in the province, with travel required only as necessary.

Compensation and Benefits

$43.80 - $54.74 Hourly
