Nova Scotia Health Authority provides health services to Nova Scotians and some specialized services to Maritimers and Atlantic Canadians. We operate hospitals, health centres and community-based programs across the province. Our team of health professionals includes employees, doctors, researchers, learners and volunteers that provide the health care or services you may need. This is accomplished across four geographic management zones which are responsible for the operation of acute care health centres and the provision of a variety of inpatient, outpatient services including academic, tertiary, quaternary care and community based programs and services including continuing care, primary health care, public health, and mental health and addictions.


The Director, Biomedical Engineering will provide the organization with strategic leadership of this portfolio. This includes working closely with care teams (Peri-op, Critical care, OBS, Urgent Care, etc.), IM/IT, FMS, Procurement, Finance, ISD and Redevelopment teams (QEII, Cape Breton, and Major Capital construction projects) to develop strategic plans for the organization. These plans would provide strategic leadership of the Bio-med team for a variety of projects from initiation to operationalization of bio-medical systems and equipment.

Along with providing strategic leadership for the NSHA, the Director will also oversee all operational elements of biomedical engineering, insourced, and outsourced activities. This includes planning, monitoring, and corrective action to ensure that all system and equipment maintenance activities are completed.


* Clinical Engineering degree required.

* 5-7 years of relevant leadership experience with progressive accountabilities for financial, strategic, and people management.

* Registration as a Professional Engineer in the Province of Nova Scotia Required.

* Training or experience in Clinical/Bio-Medical Engineering Management.

* Significant experience in managing a multi-site complex and diversified portfolio.
* Proven experience in meeting planned objectives and ad-hoc requirements within a large and diverse distributed bio-medical equipment portfolio, in health care.

* Experience with performance-based contracts for out-sourced services.

* Knowledge and experience in applying CSA health care standards etc.

* Extensive experience in creating strategic plans for large scale medical equipment replacement and evaluating new technologies.

* Working effectively with Information Technology leaders to implement new technologies, and systems that have extensive connectivity with Information Technology systems.

* Experience and knowledge of Accreditation Canada requirements as they pertain to this portfolio. This includes applying these standards, and maintaining the associated documents and practices to fulfil these expectations.

* Demonstrated experience in managing multiple complex client demands and services within building operations.

* Skilled relationship manager.

* Ability to prioritize based on established criteria and principles.

* Evidence-based collaborative problem solving of complex multifaceted issues.

* Critical thinking and analytical problem solving. 

* Ability to develop strong team dynamics to solve problems and gain alignment with organizational goals.

* Collaboration, negotiation, and persuasion skills, paramount for the engagement of internal and external stakeholders.

* Effective communication skills; both written and oral.

Qualifications continued

* Experience in managing large budgets for: capital medical equipment, operations and maintenance, external contracts, materials procurement, etc.

* Ability to effectively address simultaneous customer concerns by order of criticality while also maintaining adherence to standards.

* Proven tolerance for ambiguity, with experience working through unforeseen challenges and obstacles to achieve goals and address both immediate and ongoing goals.

* Strong analytical and technical, process and problem solving skills.

* Possesses a sound knowledge of management and a working knowledge of information systems.

* Ability to analyze and interpret statistical data and monitor quality and performance indicators and benchmarks.

* Understanding of government processes and policies.

The following will be considered an asset:

* Master’s degree in Business or related discipline.

* Recognized industry certification in Clinical Engineering Management.

* Certified Health Executive designation.

* CPHIMS-CA certification from Digital Health Canada
